The East Cleveland Land Use Strategic Plan identifies target areas for redevelopment and is intended as a guide for City leaders, residents, business owners, and other stakeholders for development and growth in East Cleveland over the next 10-20 years.
The East Cleveland Strategic Land Use Plan, completed in March 2023, provides an outline of existing conditions in East Cleveland, helps identify issues and barriers to development, and provides recommendations that could be used to facilitate growth in key target areas throughout the City.
Background
The East Cleveland Land Use Strategic Plan provides a set of land use recommendations for the City of East Cleveland. To develop this plan, Cuyahoga County Planning Commission staff worked with the City of East Cleveland, the Cuyahoga County Department of Development, and other partners to help fulfill elements of the City of East Cleveland's Visioning Project.
The Land Use Strategic Plan includes an analysis of the City's existing land uses, vacant land, transportation, parks, and environmental conditions. This plan also identifies elements of the City's Zoning Code that need to be updated to better facilitate the future land use and development desired by the City.
The East Cleveland Land Use Strategic Plan outlines what exists today while laying a foundation for the community's future. This plan marks only the beginning of this transformation and is intended to serve as a guide by providing strategies that are supported by concrete action steps to achieve that vision over multiple years.

Current Conditions Maps and Analysis
The Current Conditions outlines the baseline for what exists today, what challenges must be addressed, and what opportunities may arise.
Community Vision & Comprehensive Strategies
The Community Vision describes how the City can drive development in broad terms and is proposed as four goals. The Comprehensive Strategies are the supporting steps that should be applied citywide to guide development and redevelopment.
These four goals and supporting strategies work together with specific steps that are outlined for the Target Areas.
Goal 1: Neighborhood Preservation
Restore, maintain, and preserve the character of existing and historic areas and districts in East Cleveland through the rehabilitation or replacement of deteriorated and abandoned housing.
Goal 2: Neighborhood Development
Invest in new housing and resources that sustain, expand, and revitalize East Cleveland’s neighborhoods.
Goal 3: Commercial Preservation
Promote local businesses to improve and strengthen economic development in existing commercial and business areas with a focus on areas of historical significance.
Goal 4: Commercial Development
Invest in new development such as mixed-use, transit-oriented development (TOD), and walkable development to improve economic growth, add jobs, and increase tax revenue for East Cleveland, especially along the Euclid Avenue Corridor.
Target Areas
Target Areas are diverse areas such as commercial corridors, industrial areas, and neighborhood parks. They have been identified as places with certain needs, opportunities, and strengths that should be leveraged for future growth.
Each Target Area is a defined location where specific strategies and policies have been outlined to guide development.

Future Character Areas
The Future Character Areas Map highlights places that are identified in the City of East Cleveland as potential areas of change. The map shows the uses and types of development desired for areas in the community over the next decade.
Implementation Strategies
The Implementation Strategies section is intended to be a tool that guides the implementation of recommendations. It provides strategies that align actions and policies to accomplish future development goals. Funding strategies, potential partners, and other helpful resources are also identified.
