Minutes of the Cuyahoga County Planning Commission/Solid Waste Management District Policy Committee
June 12, 2014
CALL TO ORDER
The June 12th meeting of the Cuyahoga County Planning Commission (CCPC) was called to order by Mr. Kelly with attendance as reported in Attachment A.
MINUTES
On a motion by Ms. Simon, seconded by Mayor Byrne, the minutes of the April 10, 2014 meeting were unanimously approved.
Mr. Kelly welcomed Mr. Freddy Collier, Assistant Director of the Cleveland Planning Commission, who was attending the meeting in an unofficial capacity.
RESOLUTIONS
On a motion by Ms. Simon, seconded by Mayor Procuk, Resolution No. 140612-A, approving the Administrative Services Contract with District One Public Works Integrating Committee for Calendar Year 2014, was unanimously approved.
On a motion by Ms. Simon, seconded by Mayor Infeld, Resolution No. 140612-B, accepting a grant in the amount of $16,500.00 from the Ohio Historical Society’s History Fund for the Cuyahoga County: Mid-20th Century Architecture and History Review, was unanimously approved.
EXECUTIVE DIRECTOR’S REPORT
Mr. Coyne gave a presentation on the Place-Based Economic Development Plan – Findings and Methods that the CCPC is undertaking for the Cuyahoga County Department of Development (DOD) as part of the County’s Economic Development Plan. Mr. Coyne reported that he has presented this report to the Cuyahoga County Economic Development Commission and will be presenting to County Council next week.
Mr. Coyne introduced Ms. Danielle Campbell, who had been hired as a summer intern and announced that Ms. Deborah Riemann had decided to take a position at NOACA. Mr. Coyne reported that a replacement planner was being sought with a July 11, 2014 application deadline.
Mr. Coyne reported on the progress of current and upcoming work and that he had been meeting with local officials about providing planning services to other communities and organizations.
Mr. Coyne announced that the after doing a Request for Proposal (RFP) and evaluating the responding companies that the work for the new CCPC Brand, which includes a new logo and tagline, that the CCPC had entered into a contract with Go Media for $7,800.00.
NEW BUSINESS
Mr. Kelly announced that the Legal Opinion to make sure new policies is consistent with the new County Charter. Robin Wilson from the Law Department spoke about the Legal Opinion about the CCPC entering into contract, agreements and make purchases in furtherance of the mission and operation without the approval of the Contracts and Purchasing Board, Board of Control or County Council. For the time being the CCPC can continue to enter into its own contracts, agreements and purchases.
COMMENTS
Mr. Kelly announced that the next meeting was scheduled for Thursday, August 14, 2014 and that it would be held at the new Cuyahoga County Administrative Headquarters located at 2079 East 9th Street. On a motion to adjourn by Mayor Procuk, seconded by Ms. Lippus, the meeting adjourned.
SOLID WASTE POLICY COMMITTEE DISTRICT UPDATE
Ms. Bickett introduced Mr. Christopher Germain, from the Ohio EPA who provided a brief description of his duties in regards to the Solid Waste Management Districts.
Ms. Bickett reported on the Environmental Crimes Task Force, which is working with the City of Cleveland to reduce illegal dumping, and on the results of the District’s Economic Benefit Study and the Residential Recycling Report.
Ms. Jessica Fenos presented the results of the District’s Annual Report. In response to a question, Ms. Bickett announced that announced that District was longer operating the Phonebook Recycling Program and that the District has containers that the communities can purchase.
With no other business the Policy Committee was adjourned.
