MINUTES OF THE CUYAHOGA COUNTY PLANNING COMMISSION

AUGUST 9, 2018

 Please note that this meeting was held at the Headquarters of the Cuyahoga County Solid Waste District located at 4750 East 131^st Street, Garfield Heights, Ohio.

 CALL TO ORDER
The meeting of the Cuyahoga County Planning Commission (County Planning) was called to order by Chair Mr. Kenneth Surratt and the roll call showed a quorum was present.

MINUTES
On a motion by Mayor Bobst, seconded by Mayor DiCicco, the minutes of the May 10, 2018 meeting were duly adopted by unanimous vote.

RESOLUTIONS
On a motion by Mayor Bobst, seconded by Mayor Byrne, Resolution 180809-A, Approving a Planning Service Agreement with the City of Lakewood to provide professional planning assistance, with an amendment to change the contract travel charges to reflect the current IRS rate, was duly adopted by unanimous vote.

On a motion by Mr. King, seconded by Mayor Bobst, Resolution 180809-B, Approval of extending the Original Agreement, for a period of one year, with Ms. Meghan Chaney, AICP, to provide Technical Assistance to the Cuyahoga County Planning Commission and Olmsted Township was duly adopted by unanimous vote.

CHAIR’S REPORT
Mr. Surratt welcomed the newest staff member to the Planning Commission, Ms. Susan Infeld as Director of Strategic Initiatives.

 EXECUTIVE DIRECTOR’S REPORT
Mr. Coyne welcomed Mr. Jerad Zibratosky from the Law Department as our new representative.

The next round of Community Planning Grant funded master plans have been selected and they are Brooklyn, Broadview Heights, Woodmere, and Westlake.

OLD BUSINESS
The developer for the Belmont Place Subdivision in Olmsted Township, which has been tabled from previous Board meetings, may ask for a meeting in September if they are able to get the necessary paperwork completed.

 NEW BUSINESS

Mayor DiCicco motioned to adjourn the meeting, the motion was seconded by Mayor Bobst and was duly agreed by unanimous vote.

SOLID WASTE POLICY COMMITTEE MEETING

 CALL TO ORDER
The meeting of the Solid Waste Policy Committee was called to order by Mr. Surratt.  Mr. DeMuth joined the meeting as a member of the Solid Waste Policy Committee.

BUSINESS
Ms. Diane Bickett explained the schedule for the Cuyahoga County Solid Waste Management Plan Update that includes a 30-day public comment period in October with a public hearing in November.  Ms. Bickett asked every board member to host a regional meeting to present the document to council people who then vote on it.  The changes, which include public comments will be included in the December Policy Committee meeting for the members to adopt the plan by resolution. The Plan will be reatified on January 11^th, 2019 and sent to EPA by August 3^rd, 2019.

Ms. Jessica Fenos reported on the Review of Ohio EPA’s non-binding comments on the Cuyahoga County Solid Waste Management Plan Update and 2017 Residential Recycling Report.

Ms. Diane Bickett gave a slide presentation on China’s National Sword policy and its impacts on recycling.

Mayor Procuk motioned to adjourn the meeting, the motion was seconded by Mr. King and was duly agreed by unanimous vote.
