In Fall 2024, the City of Cleveland Planning Commission engaged County Planning to perform a Current Conditions Assessment of the East 22nd Street corridor and surrounding area. The study grew out of a desire from both the City and County to coordinate many concurrent, highly consequential planning efforts by a wide variety of stakeholders within a small project area.

Process

The Current Conditions Assessment provides a point-in-time snapshot of the East 22nd Street study area. Its main goal is to identify opportunities for collaborative planning, integrated services, and coordinated implementation among stakeholders to realize mutual desirable outcomes. Below, the project’s scope is broken down into its separate analyses.

Existing Plans: Known existing plans were inventoried, mapped, and evaluated for conflicting recommendations and priorities, as well as opportunities for coordinated implementation efforts.

Data Analysis: The assessment includes data and mapping analysis across three key topic areas: Land Use & Zoning, Workforce & Economy, and Community & Housing.

Stakeholder Engagement: Although public engagement was not included in the current conditions phase, it is expected to be a significant part of the subsequent planning processes. Outreach efforts were focused on engaging entities such as institutions, landowners, civic organizations, service providers, and infrastructure authorities.

Assets, Issues, and Opportunities: Combining results from the data analysis, existing plans evaluation, and stakeholder engagement, the study area’s assets, issues, and opportunities were identified. These insights lay the groundwork for future planning efforts and outline ideas for a cohesive vision.
