Minutes of the Cuyahoga County Planning Commission

June 11, 2015

CALL TO ORDER
The meeting of the Cuyahoga County Planning Commission (CCPC) was called to order by Councilperson Simon with attendance as reported in Attachment A.

PRESENTATION – SOLID WASTE POLICY COMMITTEE MEETING
Ms. Diane Bickett, Director of the Solid Waste District briefed the CCPC on the Environmental Crimes Task Force Unit which is a coalition of public agencies who are committed to enforcing Ohio’s environmental laws and prosecuting those who violate them. Ms. Bickett introduced Sergeant Andrew Ezzo from the Cuyahoga County Sheriff’s Office and Detective Jarod Schlact from of the Cleveland Police Department who gave a presentation on the work and results of the Environmental Crimes Task Force.

MINUTES
On a motion by Mayor Procuk, seconded by Mr. Garland, the minutes of the April 9, 2015 meeting were unanimously approved.

RESOLUTIONS
On a Motion by Mayor Byrne, seconded by Councilperson Brown, Resolution No: 150611-A, approving the amended Cuyahoga County Planning Commission Bylaws, was unanimously approved.

On a Motion by Mayor Infeld, seconded by Trustee Lippus, Resolution No: 150611-B, approving an Administrative Services Contract with the District One Public Works Integrating Committee for Calendar Year 2015, was unanimously approved.

On a Motion by Mayor Infeld, seconded by Trustee Lippus, Resolution No: 150611-C, authorizing the Executive Director to negotiate and enter into temporary Right of Entry and Access License Agreements with property owners for Green Bulkhead Habitat installations, was unanimously approved.

CHAIR’S REPORT
Councilperson Simon reported that the Solid Waste Policy Committee will be meeting with the Prosecutors Office and the County Sheriff to designate a representative from each office to support the case loads for illegal dumping. Councilperson reported that there is funding from the Sheriff’s Department to assign an agent specifically for these cases.

PRESENTATION – CUYAHOGA COUNTY GREENPRINT
Ms. Elaine Price and Mr. Dan Meaney presented the County Planning Greenprint Guide Book. Ms. Price reported that a training module is being developed for communities and organizations that are interested in a detailed presentation of working with the toolkit.

SOLID WASTE POLICY COMMITTEE MEETING
Ms. Diane Bickett introduced the Solid Waste Policy Committee attendees. Ms. Bickett reported that the required Residential Recycling Report has been complied and submitted to the Ohio EPA. Ms. Jessica Fenos, from the Solid Waste District explained what the cycling numbers were and how they are presented in the flyer distributed at the meeting.

NEXT SCHEDULED MEETING
Mr. Coyne announced that the staff was working on an Olmsted Township issue that would need to be addressed in July; therefore, there would be a CCPC meeting on Thursday, July 9, 2015 at 2:00 p.m.

Mr. Coyne apologized on behalf of Councilperson Simon and himself for the parking difficulty.
