Minutes of the Cuyahoga County Planning Commission/Solid Waste Policy Committee

February 13, 2014

CALL TO ORDER
The February 13th meeting of the Cuyahoga County Planning Commission (CCPC) was called to order by Mr. Kelly with attendance as reported in Attachment A.

MINUTES
On a motion by Mayor Michael Byrne, seconded by Mr. Cantor, the minutes of the November 14, 2014 meeting were unanimously approved.

ORGANIZATIONAL MEETING
Mr. Kelly welcomed the newest members of the CCPC, Mayor Merle Gorden and Trustee Sherri Lippus, who were appointed to fill the unexpired terms of Mayor Ursu in the Hillcrest Region and Mayor Blomquist in the Southwest Region. Mr. Kelly reported that Mayor Patton had been reappointed to a new three-year term, Mayor Procuk’s reappointment to a new three-year term was expected shortly and that Mr. Jerse had retired from the County and that that seat would remain temporarily vacant.

Ms. Simon nominated Mr. Kelly to serve as Chair of the CCPC for 2014. The nomination was seconded by Mayor Collova and unanimously approved. Mr. Kelly nominated Ms. Simon to serve as Vice-Chair for 2014; the nomination was seconded by Mayor Gorden, and unanimously approved.

RESOLUTIONS
Resolution No. 140213-A, approving the CCPC Personnel Policies and Procedures Manual, was tabled until the next meeting for the reason that the majority of members wanted to review the final Manual before it was approved. The motion to table was made by Mayor Infeld and seconded by Mayor Patton and unanimously approved.

Contracts more than $5,000.00
On a Motion by Ms. Simon, seconded by Mayor Patton, Resolution No. 140213-B, authorizing a contract with Department of Development for the HUD Consolidated Plan FY2015-2019 in the amount of $81,000.00 was approved with all members voting in the affirmative.

On a Motion by Mayor Infeld, seconded by Mr. Cantor, Resolution No. 140213-C authorizing a contract with the Cuyahoga Board of Health for the 2014 “Creating Healthier Communities” initiative in the amount of $15,000.00 was approved with all members voting in the affirmative.

Contracts under $5,000.00
Mr. Coyne announced that the CCPC had entered into a $4,500.00 contract with the Cuyahoga County Land Reutilization Corporation to do environmental reviews for the Neighborhood Stabilization Program 2 (NSP2).

In addition, that the CCPC and the City of Euclid had entered into a $3,000.00 contract for the CCPC to update the parking chapter of the Euclid Zoning Code.

PROJECT UPDATES
Ms. Karaffa provided an end of year financial status report on the 2013. Mr. Sicha provided an overview of the work being done for the Department of Development which included the Improvement Target Area study and the HUD Consolidated Plan. Reports on Special Initiatives and Planning Projects were given by Mr. Coyne and Ms. Hopkins respectively.

Mr. Dan Meaney gave a PowerPoint presentation on the Urban Tree Canopy project that had just been completed using a grant provided by the Cuyahoga County Remedial Action Program.

ADJOURN
On a motion by Mayor Infeld, seconded by Mayor Patton, a motion to adjourn the CCPC meeting and reconvene as the Solid Waste Policy Committee, was unanimously approved.

SOLID WASTE DISTRICT REPORT
Diane Bickett reported on the Cuyahoga County Environmental Crimes Task Force, Recycling Market Study and the Coalition Campaign Update.

NEXT SCHEDULED MEETING
Mr. Kelly announced that the next scheduled meeting was Thursday, April 10, 2014 at the Cuyahoga County Planning Commission, 2429 Superior Viaduct, Cleveland, OH 44113.

ADJOURN
The meeting was adjourned after a motion by Mayor Susan Infeld and a second by Ms. Aveni.
